How many runes you need depends on the current stats of the item, your target stats for the item, and your luck. The easiest path to take is to buy just a few runes for each stat you need and to buy more when you need them. Price varies from server to server and from magi to magi so I can't give you even a rough estimate for that. The failure rate for maging depends on the power of the rune you're using, the current stats of the item you're maging, and on an element of chance.
